Change location of portage snapshot for Gentoo CI ...

https://github.com/gentoo/gentoo-docker-images/issues/69 says
that new portage defaults to the portage tree at
/var/db/repos/gentoo instead of /usr/portage
originally used by Gentoo and ultimately the CI
