Revert "Remove unnecessary link ntpq/ntp => ../pylib"

That link is present so that the neighboring pyntpq script (which is
intended to eventually replace the C implementation of ntpq) can be
tested in place even when the support code under pylib hasn't been
installed in rootspace.
