No need to include runtime for libssl and libcap2 directly 

The dev packages will pull in the runtime packages automatically on Debian. See:
https://packages.debian.org/sid/libssl-dev
https://packages.debian.org/sid/libcap-dev

Fixes Gitlab issue #502
