Tweak some ntpd params: (03:46:48 PM) selsky_work: gemiller: 2 local mods to include/ntp.h, we set MAXDISTANCE to 0.5 and MAXDISPERSE=1. and esr added a mod to ntpd to allow minpoll=1 (since chronyd has been doing it for 10+ years)
