Feature request: ntpd and SIGHUP

Sending SIGHUP to ntpd should not cause ntpd to exit. On SIGHUP ntpd should reload the ntp log file. This is what log rolling programs like loggerd expect.

Also, might be nice if ntpd re-read its ntp.conf file at the same time.
