Aggressive monsters not attacking

Aggressive monsters are not working either. When I get close to one of them, they do not attack me. Do they configure themselves one by one or how do I modify that behavior in general? Collaboration between same races also doesn't work, since I killed the Passive Leader next to the archer and he never reacted.
