Base Shields Don't Work At All

We have a Base Shield Generator III - Large (Radius 50) that I installed prior to the trade update. It will no longer turn on. However, clicking the sign to turn in on will show it as activated; but it will not drain power as it did before, and it will not replace mined or destroyed glass blocks like it did before. The sign does toggle from red to green, on clicking the sign, and returns to off on the next click.

Please note, I have not personally unlocked base shields again, so perhaps the issue is that it needs recreated or toggled by someone with the unlocked skill. I cannot verify this yet.
