1) Create a glass wall or base shield
2) Create a obstruction about 4 or 5 spaces away from the glass
3) Pilot a ship through the glass so that it's blocked by the obstruction while still inside the glass.
I will test this in creative later and make sure it's reproducible. The server had some lag during the time this occurred, it might be a combination of factors.

A player can only have one locked ship at a time, however when a player is added as pilot of a ship that locks itself, it deactivates the lock for the ship currently locked for the player.
This makes it so if I locked my cargo ship in space and one of my settlement members pilots a ship with me as a pilot, the ship when it locks itself the cargo ship I am trying to protect will deactivate it's lock, therefore making it raid-able.

Placing instantly may be too OP. To balance this, factories could require a certain type of item for every x blocks placed using credits. This item could be a custom ore or something largely unused like prismarine crystals or lapis.
