This would probably be the stablest other than when the server crashes (which isn't often anymore). In such a case a ship usually needs to be restored with /loadship anyway, so it should be fine. The only disadvantage is that you can't really do /starships for ships not in the same world when we split survival up into different servers.

It is technically possible to make an efficient implementation for block by block placing, but I have a better idea: All at once placing. This would be far easier to program efficiently.
Placing instantly may be too OP. To balance this, factories could require a certain type of item for every x blocks placed using credits. This item could be a custom ore or something largely unused like prismarine crystals or lapis.

Extra: add analogue redstone control for it (so power 3 means 3/15 goes to left while 12/15 goes right, power 0 means all goes right, power 11 means 11/15 to left and 4/15 to right etc.)
