The version of the database - engine_version did not work for me, so i used 11.21 as it says in the postgres docs.

I had to do the same. Took a minute to find the [list of supported versions](https://docs.aws.amazon.com/AmazonRDS/latest/PostgreSQLReleaseNotes/postgresql-release-calendar.html).
