Enabling "Force Allow Apps on External" does not allow moving of apps into SD card
On previous ROM versions (e.g. CGM versions) I was able to move apps from internal storage to SD card. I cannot do so on LOS, even with the "force allow external" option set. My SD card is not internal storage formatted.
I've checked some guides and videos and they all say I should be able to move most apps once this option is set, but none of the apps do. Even using set storage from adb shell to set install location to be the SD card does not make a difference - according to Titanium Backup, all the apps are installed on internal storage.
Expected Behavior
- Setting app install destination should install apps to SD card
- Setting "force allow external" should allow apps to be moved onto SD card

Steps to Reproduce
- Install an app (Chrome for example)
- In Titanium verify it is showing as internal storage stored (should have a phone icon)
- Click through to the app details -> storage
- See there's no option to move to SD
