Android Auto does not launch in car head unit

Expected Behavior
after it is all setup, Android Auto should auto launch in the car's head unit to pair to the unit once you connect via USB. at this point, it would normally go through a wizard to complete setup.
Current Behavior
no wizard appears, and on 1 of the units, an error occurs and says the device is not compatible. this has been tried on multiple cars with different head units. LOS15 and 16 both have this problem. stock build does not have this problem.
Possible Solution
i have a feeling there is a problem with device mapping on the USB port.
Steps to Reproduce
- Install LOS16 on a moto x4 (project fi variant)
- Install Android Auto
- Open Android Auto on phone to complete its initial setup
- Plug phone into USB port of a car with Android Auto capabilities
- Wizard SHOULD appear to allow usage on vehicle, but it is not.
