Circle and Dotted Circle battery icons don't change color when low on battery

Expected Behavior

Circle battery icon and Dotted Circle battery icons in the status bar should turn orange/red when at 20 % or less

Current Behavior

Now it keeps the color white despite battery being low.

Possible Solution

It is a regression introduced in 23.2

Steps to Reproduce

1. Make sure battery is lower than 20 % or at 20 %
2. Notice battery icon doesn't change color to orange/red
