Enabling developer options and disabling turns off tethering hardware acceleration

Expected Behavior

Tethering acceleration should switch on as it is the default before you disable developer settings

Current Behavior

Instead of it continuing to be on, Android switches it to off, despite it being the default when developer options are disabled/first enabled

Steps to Reproduce

  1. Have a fresh install
  2. Enable developer options
  3. Check what setting "Tethering hardware acceleration" is using
  4. Disable developer options
  5. Check what setting "Tethering hardware acceleration" is using
