Wi-Fi hotspot is stuck at 2.4 GHz frequency (w/ None or WPA2 security)

Expected Behavior

When the security mode is set to None or WPA2, it should be possible to freely set the Wi-Fi hotspot band to either 2.4 GHz or 5 GHz.

Current Behavior

When the security mode is set to None or WPA2, once the Wi-Fi hotspot has been succesfully activated using the 2.4 GHz band it will continue to use this band whatever the selected preferred band.

Steps to Reproduce

  1. Open "Settings".
  2. Go to "Network & internet" -> "Hotspot & tethering" -> "Wi-Fi hotspot" -> "Security".
  3. Select either "WPA2-Personal" or "None" security mode.
  4. Go back to "Wi-Fi hotspot".
  5. Go to "Speed & compatibility".
  6. Select 2.4 GHz as the preferred frequency.
  7. Go back to "Wi-Fi hotspot".
  8. Activate the Wi-Fi hotspot using the "Use Wi-Fi hotspot" toggle button.
  9. Connect to the Wi-Fi hotspot using another device and check that the network frequency is 2.4 GHz.
  10. Deactivate the Wi-Fi hotspot using the "Use Wi-Fi hotspot" toggle button.
  11. Go to "Speed & compatibility" again.
  12. Select 5 GHz as the preferred frequency.
  13. Reactivate the Wi-Fi hotspot using the "Use Wi-Fi hotspot" toggle button.
  14. Reconnect to the Wi-Fi hotspot using another device and check that the frequency is still 2.4 GHz.

Note: I did not find a clear and reproducible way to enforce again the usage of the 5 GHz frequency but I'm pretty sure I managed to do so during my tests.
