Cpu cores wont boost on some demanding apps as expected
Expected Behavior
When running the Dolphin emulator, the device should scale CPU frequencies appropriately, boosting all cores to their maximum clocks under heavy load.
Current Behavior
Only one CPU core boosts to a higher frequency, while the remaining cores stay at their minimum clocks, unless the quick settings panel (quickbar) is pulled down, which then triggers proper scaling. (see attached pic)
Steps to Reproduce
Install the Dolphin emulator. Launch a graphically demanding game. Monitor CPU clock speeds using a suitable tool. Observe the difference in core frequencies when the quick settings panel is pulled down versus when the emulator is in focus.
Notes
Scaling works properly on some other demanding apps such as eden (switch emulator)
