Disabling fast charging does not work

Expected Behavior

The phone charges slowly.

Current Behavior

The phone charges quickly, no matter that fast charging is disabled.

Steps to Reproduce

1. Disable fast charging in battery settings
2. Notice that the phone still charges fast
