Wi-Fi Calling cannot be enabled on Pixel 3a (sargo)

Expected Behavior

When clicking on the slider to enable Wi-Fi Calling, the slider should slide.

Current Behavior

The phone attempts to open the "Activating Wi-Fi Calling" animation, but this crashes and returns you to the slider screen with the slider still at "off". There is sometimes an error of "Carrier Setup keeps stopping"

Steps to Reproduce

Go to Wi-Fi calling in settings. Click slider.
