Motorola ThinkPhone: Camera is not working via third party apps (Signal, Telegram)

Expected Behavior

Camera working in third party apps.

Current Behavior

Opening the camera via third-party apps and taking a photo to attach causes the app to freeze (telegram) or become unresponsive (signal). Attaching an already-taken photo from the gallery does not cause this problem.

Steps to Reproduce

Take a photo via Signal (or Telegram), try to attach the photo in a chat message.
