Pixel 4a Sunfish: no mobile data after upgrade from 21.0 to 22.1

Expected Behavior

With WiFi disabled, the phone should be connected to the carrier's data network, providing internet access.

Current Behavior

While phone calls and WiFi data work, there is no longer ever a connection to the carrier's data network.

Steps to Reproduce

Disable WiFi and try to use a web browser or messaging app, and observe the connection indicator in the status bar.
