Add Sim has no effect

Expected Behavior

Some kind of dialog should appear when adding a new SIM on a device that supports eSIMs.

Current Behavior

Nothing happens. Logcat also does not appear to show anything relevant.

Steps to Reproduce

1. Go to Settings
2. → Network and Internet
3. → Sims
4. → Add Sim
5. Watch as nothing happens.
