Black screen when the brightness level is lowest

Expected Behavior

Phone's display is supposed to turn up when turning the phone on.

Current Behavior

when the brightness is at lowest level (only at the lowest level that this happens), phone's display is totally black after turning on.

Steps to Reproduce

Turn the brightness to the lowest level. Turn the phone off (not shutting down, sorry for my bad English), wait a few seconds for the Always-On-Display to disappear and the screen goes dark. Then the phone will not show anything anymore even though it is still responsive.
