[OnePlus6T (fajita) - LineageOS 20/21]: IPv4 not working with IPv6-only carriers.

Expected Behavior

The apps and sites using IPv4-only must work over LTE on IPv6-only carrier (Jio) using clatd (464XLAT).

Current Behavior

The apps using IPv4-only shows 'No Internet' over LTE on IPv6-only carrier (Jio). So, no transition mechanism using clatd (464XLAT).

Steps to Reproduce

[1] Use a SIM from IPv6-only carrier. Turn off WiFi and switch on mobile data (LTE). Try connecting to IPv4-only website (E.g. duckduckgo.com or uber.com) or try using IPv4-only app (E.g. Aurora Store or Uber). You'll see 'No Internet'. If you visit https://ip.me you'll see IPv6 address.
