Cannot make calls or send sms on jio sim if inserted in sim slot 1

Expected Behavior

Jio sim should be able to make calls and send sms on sim slot 1

Current Behavior

I am able to connect to internet using cellular data on sim slot 1 but cannot make calls or send sms (JIO SIM). When i insert the sim to sim slot 2 i can make calls and send sms.

Steps to Reproduce

=> Insert jio sim in sim slot 1 and try to make calls or send sms (Fails in my case). => Try to connect to internet using cellular data (Can access internet successfully). => Now insert the jio sim in sim slot 2. => After inserting the sim in sim slot 2 you can make calls, send sms and access internet successfully.
