LineageOS 20 on Pixel 2XL unable to send out text messages using Verizon sim card

Expected Behavior

The user should be able to send text messages to individuals on any cellular provider.

Current Behavior

I am able to receive text messages from other users, but I cannot send or reply back. Using the LineageOS message app, any attempt to send or reply to text messages result in an error code: "Can't send message with Verizon, error 0."

Using Google Messages, I get an error code of: Can't send. This recipient's phone number can't be confirmed. (Error code 0)"

Phone does not display this behavior when flashed back to factory rom or LOS19.

Steps to Reproduce

Pixel 2XL reverted back to factory rom to ensure data, voice and messaging are functional. Per instructions on LOS wiki, the official LOS 20 rom is flashed and I proceed to go through the entire initial setup process. Voice and data test good, and I am able to receive text messages, but unable to send/reply. Flashing the last official LOS 19 rom to the phone does not exhibit the behavior described and no other loss of functionality.
