WiFi EAP SIM doesn't work at all

Expected Behavior

when we connect to ssid FreeWifi_secure while choosing SIM in the EAP option, the phone connect to FreeWifi_secure with eap sim

Current Behavior

when we connect to ssid FreeWifi_secure while choosing SIM in the EAP option, the phone doesn't connect to FreeWifi_secure

Possible Solution

Learn wpa_supplicant to succes EAP-SIM GSM authentication. Learn WifiHAL to understand EAPOL message type

Steps to Reproduce

1. put sim card from free mobile or both sim card from free mobile provider
2. Enable wifi and choose FreeWifi_secure
3. Choose SIM in eap option
4. instead to connect, the phone doesn't connect or print that password may be bad.
