Developer options can't be used for this user (or be activated)

Expected Behavior

I have a section "developer options" under Settings-> system and can access them by clicking on Developer options.

Current Behavior

The section is there but if I click on it a text "Developer options aren't available for this user" appears instead of the list of the developer options.

Steps to Reproduce

  1. Activate the developer options by clicking on the build number 7 times unter Settings -> about phone -> build number
  2. Navigate to the developer options under settings -> system
  3. click on the developer options
