Turning off 'Developer options' turns off 'remove animations'

Expected Behavior

When the 'Developer options' setting is disabled using the toggle at the top; no other settings should be affected.

Current Behavior

When the 'Developer options' setting is disabled, the 'Remove animations' option in 'Accessibility' is turned off.

Possible Solution

Steps to Reproduce

1. Go to Settings > Accessibility > Turn on 'Remove animations'
2. Enable Developer options
3. Turn Developer options off
4. Go to Settings > Accessibility; you will find 'Remove animations' turned off
