Password length or format causes authentication failures on HTTPS transactions

Steps to Reproduce
Download app that uses HTTPS authentication (for example, CalDAV-Sync app.) Enter in correct username and password that is "too long" or somehow malformed for a target account. My example password (long since changed and mostly patternless, so I don't worry about sharing) was, without quotes "xmarquesTHEspot92--11" which caused these failures. I have not tried reproducing with similarly long passwords. Changing to a shorter password solved the problem; authentication works without error. Similar errors happened with K-9 mail application as with CalDAV-Sync, though admittedly they were using the same target server.
I have an older legacy device running Android 9 (Lineage 16.0-20191108-NIGHTLY-pioneer) with the same apps (same version of apps, same network, same target servers) that was/is working fine with the longer passwords. This is related to a difference in the underlying OS and is keyed on the password.
