Incorrect date & time after reboot if mobile data and wifi are turned off

Expected Behavior

Even if mobile data and wifi are turned off, date and time should be correct.

Current Behavior

When mobile data and wifi are turned off, on reboot, date and time are set back to the build date and build time of the current installed image.

Possible Solution

Since the issue seems to have been fixed for several devices on lineage-17.1, maybe a "simple" backport of the corresponding code could be done (see #2828 (closed), #2433 (closed) and #2236 (closed))

Steps to Reproduce

1. Turn on the device.
2. Check that mobile data and/or wifi are/is turned on and that data is received.
3. Check that the date and time are correct.
4. Turn off both mobile data and wifi.
5. Reboot the device.
6. Check that the date and time are incorrect and have been set back to the build date and build time of the current installed image.
