IMS not registered, no VoLTE/WiFi Calling

Expected Behavior
Open Network carrier settings, able to enable VoLTE and/or WiFi calling. Check carrier information with dialer code ##4636 (closed)## and see VoLTE, Carrier video calling, and wifi calling is enabled. Press 3 dots in top right corner to check IMS information, see "registered" as the status
I should note that I am using AT&T in the USA. Also, with the stock firmware, VoLTE, video calling, and wifi calling were available. All 3 features were also working with the Paranoid Android Quartz (Android 10) ROM.
Current Behavior
No hint of VoLTE in network settings. Enter dialer code ##4636 (closed)## and find that VoLTE, carrier video calling, and wifi calling toggles are grayed out and cannot be toggled. Check IMS information with 3 dots in top right corner and see "IMS not registered" and all options below (VoLTE, video calling, etc.) listed as unavailable.
Possible Solution
Check MBN files or build.prop settings? Really unsure, but both options came up in Google searches for this.
Steps to Reproduce
- Open network settings, notice no VoLTE options available
- Open Phone app
- Dial ##4636 (closed)##
- Select Phone Information
- Notice VoLTE-related options are toggled off and grayed out
- Tap 3 dots in top right corner and select IMS service information
- notice IMS is not registered, VoLTE-related services are unavailable.
