Miss the capability to prevent apps from starting at boot time and prevent apps from change system settings

Expected Behavior

Hi, in LOS 16 it was possible to prevent apps from startup at boot time and it was also possible to prevent apps from changing system settings within the old privacy guard

Current Behavior

Within the new AOSP APP's APPs settings these possibilities are missing.

Possible Solution

Integrate these settings within APP settings.

Steps to Reproduce

1. open settings
2. open privacy
3. open access manager
