No Wi-Fi and no Bluetooth after OTA update or restart

Expected Behavior
Wi-Fi and Bluetooth should be enabled when touching the corresponding switch in device settings.
Current Behavior
The Wi-Fi switch and the Bluetooth switch does not work, the Wi-Fi MAC address is displayed as 02:00:00:00:00:00 in About phone section and Bluetooth address is unavailable. In the /efs/wifi/.mac.info file, the wifi MAC address is ok, but it seems that the kernel is not able to read it, also in the /efs/bluetooth/bt_addr file, the Bluetooth MAC address is also ok.
The symlink /system/vendor/firmware/wlan/prima/WCNSS_qcom_cfg.ini-> /vendor/etc/wifi/WCNSS_qcom_cfg.ini points to a missing file in /vendor/etc/wifi/WCNSS_qcom_cfg.ini
Flashing twice in a row the mdm.bin and NON-HLOS.bin with Heimdall --no-reboot does not change anything.
After flashing for the first time the lineage-16.0-20190828-nightly-jactivelte-signed.zip build, Wi-Fi and Bluetooth did not worked, but after a request from Google Play to enable Wi-Fi for a big app download instead of using mobile data, the Wi-Fi started to work as usual, also the Bluetooth.
Possible Solution
Maybe some file permission or file dates are wrong set by the update or the system do not pass the verified boot workflow and does not load Wi-Fi driver files in the corresponding folder.
Steps to Reproduce
1.Flash stock rom I9295XXUDPF1_I9295OJKDPE2_ILO.zip 2.Install LineageOS as per https://wiki.lineageos.org/devices/jactivelte/install instruction with Nano OpenGapps and AddonSU. 3.Device is restarting after finishing the flash process and is booting but no Wi-Fi and no Bluetooth. 4. Installed some big app from Google Play and Wi-Fi started to work, but after another OTA update Wi-Fi is not working any more.
