xps13: USB SS1 qmp phy init times out

The USB SS1 qmp phy init times out:

[ 1.469560] qcom-qmp-combo-phy fda000.phy: phy initialization timed-out

[ 1.470390] phy phy-fda000.phy.9: phy init failed --> -110

This renders the left side USB Type-C port broken.

Seems to be going back all the way to rc1.
