Create and Link Epics

We should create epics in order to keep related issues organized. How do you all feel about how we should do this? I was thinking one of these ways:

• Create an Epic for each user story
  • Keeps all issues that work towards same value for customer together
• Create an Epic for each part of the project (separate Web apps, API, database)
  • keeps all issues that work towards completion of same aspect together

What do you guys think?
