Write guest data to a local database

Summary
If a connection to the remote database was not successful, then guest registration information should be written to the local database. We will need a way to know when there is data there to be synced.
Current Behavior
Currently, data is lost if a connection to the remote database was not made.
Benefits (Why is it necessary?)
This will allow data to be saved on the device if WiFi is unavailable and/or if Stargate is unavailable.
