Making filenames unique

After user uploads file it is stored using storage manager (either to S3 or local storage). However the name of the file should be changed, and made unique. Ideally by adding UUID prefix to the file name. Or prefix with date, time to the millisecond resolution, and some random string and finally the original file name.
