.byemsg not outputting anymore
Description
.byemsg is not outputting to channels where .bye is run despite .byetest completing successfully in said channel.

Reproduction Steps
- set a .byemsg
- run .bye in the channel you want .byemsg to appear in
- kick a member as a test and there is no printed .byemsg
- have a member leave as a test (i.e., not administratively kicked) and there is no printed .byemsg
- BONUS: run .byetest in said channel (or any channel for that matter) and the proper output is shown then, but not upon the exiting of any member
Expected Behavior
The text in .byemsg should output in the channel marked with .bye upon a user leaving the server either by their own hand or via moderation
Actual Behavior
The text in .byemsg does not appear in the channel marked with .bye upon a user leaving the server either by their own hand or via moderation

Notes
I run a fairly large server with consistent joins/leaves and I can report that since 1727599320 (UNIX timestamp) I have had zero .byemsg outputs in my server's designated join/leave channel. I have checked my audit log for that date and can report that there were no role or channel permission changes then or since by myself or my moderation team, leading me to believe this is an issue on Nadeko's end.
