(feature request) sabotage before combat, as PBX fix option

Hi KTMR,

This is a feature from 1.40m if I remember rightly. When your spies allow you to attack bases on an enemy planet on the same round that you're attacking that planet with ships, v1.3 (and 1oom) do ship combat first followed by spy sabotage activities. In 1.40m, sabotage (and hence destroying some bases) occurred before ship combat. And to me, this makes sense - if spies on the ground are sabotaging in the same round that ships are attacking from above, you'd think the spies would work in tandem with the space fleet and destroy missile bases in time for the attacking fleet.
