Integrate Quelpa

Integrate quelpa and quelpa-use-package:

• quelpa: allows to install from other places rather than melpa / melpa-stable
• quelpa-use-package: integrates quelpa as a extension in use-package.

Once it is done, review steckerhalter/steckemacs.el
