Update plugin for 2019 season

With the big change to using VSCode as the default IDE for 2019, there are a lot of underlying changes. The biggest one being a change from Ant to Gradle. This changes how dependcies are managed (and where they are stored). This means the IntelliJ IDEA FRC plugin needs major changes for 2019. The good news is that IDEA has killer built in Gradle support. So after creating a robot project in VSCode, you may be able to simply import the Gradle project in IDEA and get most of the needed functionality. (NetConsole is the major thing the FRC plugin supplies as added functionality. Hopefully that still works ok.) Like you, I need to test all this.
I plan to udate the IntelliJ IDEA FRC plugin to handle these changes. However like everyone else I just learned about these changes today at the kickoff. (I'm going to see if I can become a beta tester so I can learn about these changes sooner. But that's water over the damn for this year.) Complicating things is the fact that I will be out of town on a business trip tomorrow and all next week. So I'm unable to begin the work for these changes until Saturday January 12. And then must do the work will still holding down a job and mentoring an FRC team during a build sea season. I will do my best to get the plugin updated as soon as possible. You can track this issue for this work.
