typo in `J1713+0747/tims/WSRT.P1.2273.tim`

I think there is a typo in release/Version[AB]/J1713+0747/tims/WSRT.P1.2273.tim. The file opens with a TIME -0.001 and ends with a TIME -0.001. I think the ending one should change to TIME +0.001.

Changing the closing TIME statement in this file to a + (to cancel out the opening one) seems to fix a problem with concatenated super .tim files, generated by GW working group preprocessing. These are used for our "cut" style analyses by putting all of the TOAs in one file rather than using the INCLUDE statements, then commenting out TOAs that don't meet our requirements.

This affects at least version A & B in the release directory. It may be elsewhere in the repo too. I have not systematically checked all TIME statements for other pulsars, so there might be similar typos hiding elsewhere.
