Magic Accuracy issue

Wondering if the magic accuracy on this server is different than others? Bard seems unplayable at the moment. landing songs at maybe 40% on mobs my level, and as low as maybe 20% on mobs tough and above. Ive got capped skills, +15 chr at level 38. hoping to land any song is unreliable at best atm.
