Differentiate between starting/stopping and pausing/resuming a cluster

Currently we have the startup() and shutdown() functions, which do a complete shutdown and remove all subscriptions and event listeners. It can be good to have additional pause() and resume() functions that do close the socket connection, but keep the subscription data and event listeners intact.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
