BLAS Lv.1 operations are not OpenMP parallelized

In hecmw1/src/solver/communication/hecmw_solver_misc.f90, the inner product is OMP/MPI parallelized, but other BLAS lv.1 operations are not parallelized.

To use iterative solver, add parallel implementation of BLAS Lv.1 operations.

BLAS lv1operations other than the inner product do not require communication. Therefore, it is not a good idea to implement them in communication/, but I will temporarily implement them in the same file.

I will implement these functions as independent functions in this Issue.

In the future, the following Issue is needed:

• Separate implementation of these functions in different files. (I can't determine the best place to move)
• Replace the iterative solver with parallelized BLAS Lv.1 operations.
