CD Audio does not play on first attempt

I installed FreeDOS 1.3 using this: https://www.ibiblio.org/pub/micro/pc-stuff/freedos/files/distributions/1.3/official/FD13-LiveCD.zip The udvd2.sys driver does not play CD audio on the first attempt. The second attempt works.

Using the 'cdp' program included on the FreeDOS disc, the first attempt gives me: Driver Error #2: drive not ready

Removing and reinserting the disc causes the same issue, only the error from cdp is different: Driver Error #15: invalid disk change

This also happens with Quake. The first attempt to run the game has no CD audio. The second attempt works normally.

I worked around this issue by loading OAKCDROM.SYS and it plays fine on the first attempt in both cdp and Quake. (For those of you who have found this issue through web searching: it's a closed source driver meant for MS-DOS etc. Put it in your C:\FreeDOS\BIN\ directory and it should be detected and used automatically on your next boot)

My drive is a "SAMSUNG CD-ROM SC-148C" It's IDE, secondary slave. There is a master drive on that cable too, a Compact Flash adapter, in case that matters. I got it new today (presumably old stock) from here: https://www.amazon.ca/gp/product/B01G44PL8G/ref=ppx_yo_dt_b_asin_title_o00_s00?ie=UTF8&psc=1
