Unable to set Disk label

I am trying to test label.exe and am unable to set the disk label. First off my disks had a a label FREEDOS2022 I tried to change this to just FREEDOS

Using FreeDOS 1.3

Here are the steps I used to create the issue

1. Run vol to check disk label
2. Run label c: freedos
3. Run vol to verify the label was changed

It was not and was set to NO NAME subsequent runs of label.exe did not remedy the issue

I tested in Virtual Box bare metal VMWare Fushion

I looked for other bug reports that reported the same issue but could not find any so here you go.
