devel/tevent017: Update to 0.17.0

- Lint with portclippy and portfmt.
- Drop NO_COLORS-related bits. The port builds just fine, so remove this
  bit of documented magic.
- Update CONFLICTS_INSTALL in other tevent ports.
- Drop files/patch-buildtools_wafsamba_samba__autoconf.py, which does
  not apply cleanly anymore. It seems harmless.
