archivers/pecl-rar: unbreak build with PHP 8.5 (+)

Temporary switch patches source to Remi Collet's repo for some new fixes:

* fix __toString prototype for PHP 8.2
* relax tests expectations for PHP 8.3
* use zend_ce_exception instead of zend_exception_get_default() for PHP 8.5
