databases/pear-DB_DataObject: Change the way *_DEPENDS are set

- Remove BUILD_DEPENDS
- Update version requirement of RUN_DEPENDS
- Add NO_ARCH
- Update options:
  - Remove PEAR_/PEAR:: prefix
  - Add DB option
- Update pkg-descr
